Renewing the licence in the Gradual Process: when and how
Published: 20 October 2026
Why the renewal matters so much
In the Gradual Process, the foreign partner's status is given in temporary licences: a B/1 licence and an A/5 temporary residence licence. Each licence is given for a fixed period, so there are several renewals along the way. Every renewal is a fresh check: the Authority examines again that the relationship is sincere and continuing, that your shared centre of life is in Israel, and that there is no security or criminal impediment. A renewal is not automatic.
This article is based on three procedures of the Population and Immigration Authority: 5.2.0008 for spouses of citizens (edition 16, 20.07.2026), 5.2.0009 for shared life and same-sex couples (edition 17, 16.07.2026), and 5.2.0011 for spouses of permanent residents (10.12.2020).
How long each licence is given for
- Married to an Israeli citizen (5.2.0008): the A/5 licence is first given for one year, and extensions from the second year are for up to two years each, four years in total.
- Shared life (5.2.0009): the first licence, B/1 or A/5, is given for one year, and extensions from the second year are for up to two years each.
- Married to a permanent resident (5.2.0011): a B/1 licence for 15 months, extended by one more year, then an A/5 licence given for one year at a time, up to three years.
When to apply: three months before the licence ends
The procedures for spouses of citizens and for shared life say the couple must file an online application to extend the licence three months before it expires. The procedure for spouses of permanent residents says that at the same point you contact the office handling your file.
The three months are not just advice. After you apply, the office sets an appointment at the visa department no later than three months from the day you applied. So a couple who files on time should, under the procedure, have the appointment by the day the licence ends.
The appointment and the interview before every renewal
Before every renewal of a licence in the Gradual Process, both partners are interviewed. The interview checks again that the relationship is sincere and continuing, the shared centre of life in Israel and the absence of any impediment, also for accompanying children over 14. It is worth arriving with:
- A foreign passport valid for at least two years from the date of the extension (in the procedures for spouses of citizens and for shared life). If needed, renew the passport before the appointment.
- Up-to-date evidence of your shared life since the previous renewal: a lease, bills, documents from institutions and dated photographs.
- Details that match what you already submitted: addresses, dates and names.
If the decision is not given on the spot
If, after the appointment at the visa department, a decision cannot be made right away even though you acted as required, the procedure says the licence you hold is extended by half a year, provided there are no objections from the authorities consulted. That is one more reason to file on time: this protection is for those who followed the procedure.
What happens if you are late
The procedures for spouses of citizens and for shared life say: once 180 days have passed since the licence expired, an extension can no longer be requested. The request is closed automatically, without notice, and the online system allows only a new application, which means starting again.
Even before the 180 days have passed, during that time the foreign partner holds no valid licence. If you missed the date, apply at once, and consider speaking to a lawyer.
Changes you must report, and travel
The procedures place a duty on the couple to tell the Authority about any change in the information they gave, even before the licence expires, including the end of the relationship. If the relationship ends or the Israeli partner dies, the case moves to the procedure for ending a Gradual Process (5.2.0017 or 5.2.0019).
And leaving Israel: anyone holding a temporary licence who leaves without a re-entry visa loses the licence on departure. Ask for a re-entry visa before every trip.
